Art. 1.º El Poder Ejecutivo promoverá la formacion de una Compañía que tenga por objeto el establecimiento de una ferrería en grande escala, i las fábricas apropiadas para la construcción de todos los aparatos i máquinas adaptables a la agricultura i a las artes; como también rieles para caminos, alambres para puentes i telégrafos i demás artículos de hierro que demande el consumo del país.
