Serán beneficiarios del subsidio los hombres y mujeres campesinos y los trabajadores agrarios, que tengan tradición en las labores rurales que se hallen en condiciones de pobreza o marginalidad, que deriven de la actividad agropecuaria, pesquera y/o forestal la mayor parte de sus ingresos y que carezcan de tierra propia o tuvieren la condición de minifundistas o simples tenedores de la tierra que requieran ampliar el tamaño de su producción pero que carecen de medios suficientes para acceder a este recurso.
