Art 2° En compensacion de las mencionas franquicias i para que sea aplicada a la mejora i conservacion del Canal, el Poder Ejecutivo pagará al Estado de Bolivar, durante dos años, una subvencion de dos mil quinientos pesos ($ 2,500) mensuales, destinando al efecto la cuarta parte necesaria del producto liquido de la Aduana de Cartajena
