Créase una Junta compuesta del Prefecto de la Provincia, del Presidente del Concejo Municipal del Carmen y de tres vecinos notables de la misma Provincia designados por el Ministerio de Obras Públicas, para que administre los fondos de que trata el artículo anterior, con la obligación de rendir cuentas en los términos indicados por el Código Fiscal.

Parágrafo

La dirección técnica de la carretera mencionada estará a cargo del Ingeniero o Ingenieros que nombre al efecto al Ministerio de Obras Públicas.
