Fortalecimiento de las Unidades Regionales de Planificación Agropecuaria -URDA-. Para el cabal cumplimiento de lo dispuesto en el artículo anterior, el Ministerio de Agricultura deberá, fortalecer las Unidades Regionales de Planificación Agropecuaria (URPA), existentes en las Regiones Fronterizas, o crearlas cuando tales regiones carezcan de ellas. Las URPA actuarán como cuerpo técnico y asesor de carácter permanente, de todas las actividades del sector agropecuario en las respectivas regiones. CAPITULO IV. Sector industrial.
