Art. 23. Las autoridades, corporaciones ó funcionarios públicos que admitan solicitudes ó, documentos que deban estar extendidos en papel sellado ó provistos de estampillas; de timbre nacional, sin tal requisito, incurrirán en una multa equivalente al duplo del valor del papel sellado y de las estampillas que debe causar el respectivo documento en que se hubieren omitido. La multa será impuesta por el inmediato superior que tuviere conocimiento de la infracción, é ingresará en el Tesoro nacional. Las disposiciones de este artículo no comprenden los casos de habilitación.
