El Estado debe establecer las normas e infraestructura necesarias para el cabal cumplimiento de la presente ley, creando la estructura legal, técnica, económica y financiera necesaria para lograr el desarrollo de proyectos concretos, URE, a corto, mediano y largo plazo, económica y ambientalmente viables asegurando el desarrollo sostenible, al tiempo que generen la conciencia URE y el conocimiento y utilización de formas alternativas de energía.
