Art. 5.° En caso de infracción de los dispuesto en el artículo anterior, las oficinas del destino entregarán las cartas ó paquetes respectivos si los interesados pagan el doble de los portes y derechos que los objetos de que se trata habrían causado si se hubieran enviado con las formalidades legales: é igual suma se hará efectiva del empleado de la oficina de origen que, á sabiendas, hubiere dado curso á tales cartas ó paquetes.
