Créase la Comisión Nacional de Seguridad, Comodidad y Convivencia en el Fútbol, como organismo asesor del Gobierno Nacional en la implementación de políticas, planes y programas, así como en la ejecución de estrategias dirigidas a mantener la seguridad, comodidad y convivencia en la organización y práctica de este espectáculo deportivo. La Comisión tendrá su sede en Bogotá, D. C., estará bajo la dirección del Ministerio del Interior y de Justicia, quien contará con la asesoría y asistencia técnica del Instituto Colombiano del Deporte -Coldeportes-.
