En los Presupuestos de las próximas vigencias se incluirán las partidas necesarias y suficientes para darle cumplimiento al presente mandato legal, pero en el caso de que así no se hiciere el Gobierno queda facultado para abrir los créditos adicionales a que hubiere lugar.
