El ordenador que liquide y autorice gastos que han de cubrirse con la dotación señalada en los decretos de créditos administrativos vedados por la presente Ley, el pagador que los cubriere y el contador que dejare de desecharlos en el examen de la respectiva cuenta, serán responsables del delito que define el artículo 521 del Código Penal.
