Art. 1.° Establécese á favor del Tesoro nacional un impuesto de cuatro pesos por cada cabeza de ganado mayor que se dé al consumo en el territorio de la República.

Parágrafo

A virtud de lo dispuesto en este artículo, ni los Estados, ni ninguna otra entidad podrán cobrar impuesto alguno por el degüello de ganado mayor. No obstante, los distritos quedan autorizados para imponer un derecho sobre las carnicerías ó mataderos públicos, el cual no podrá exceder de cincuenta centavos por cada cabeza de ganado mayor.
