Art. 2.° Para el pago del espresado ausilio, el Poder Ejecutivo nacional emitirá anualmente libranzas sobre las Aduanas de la Republica que están situadas en la Costas Atlántica, admisibles en pago de un dos por ciento de los derechos de importacion.
