º . De la importación de combustibles derivados del petróleo. Toda persona natural o jurídica que se encuentre interesada en importar combustibles para su propio consumo o para comercializarlos dentro del territorio nacional podrá hacerlo, pero para poder transportarlos, consumirlos, distribuirlos o comercializarlos deberá inscribirse ante el Ministerio de Minas y Energía, para garantizar la seguridad en el manejo de los combustibles. La inscripción se realizará conforme al reglamento que para el efecto expida el Ministerio de Minas y Energía.
