Las pruebas y la tesis a que se refiere el artículo anterior, deberán presentarse durante el trimestre inmediatamente anterior a la fecha en que el funcionario respectivo cumpla el periodo de servicio como ministro consejero o ministro plenipotenciario, según el caso. Si las pruebas no son presentadas o la tesis no es sustentada por culpa o negligencia del funcionario, dentro de dicho término solo podrá hacerlo después de dos años contados a partir de la fecha en que haya cumplido el período de servicio.
