Art. 138. El lastre de un buque no podrá trasladarse a otro buque, i no estará sujeto a pagar derechos cuando consiste en objetos que no estén destinados al consumo de la República ; pero si consiste en objetos destinados a tal consumo, deben pagar los derechos de importacion i acompañarse de los documentos requeridos para toda clase de mercancías e incluirse en el sobordo.
