Artículo tercero El Tribunal deberá instalarse y empezar a funcionar dentro de las seis horas siguientes al nombramiento de sus miembros. En cualquier caso de morosidad o renuencia de las partes para la designación del miembro que le corresponde en el Tribunal a que este Decreto se refiere, o para reemplazarlo cuando falle, el Ministerio del ramo procederá a hacer la designación respectiva. Comuníquese y cúmplase.
