El Departamento Administrativo de Planeación podrá autorizar la inversión de capitales colombianos en el Exterior, conforme a las normas y criterios generales que establezca el Consejo Nacional de Política Económica. Al señalar los criterios a que se hizo referencia, el Consejo tendrá principalmente en cuenta la contribución de las inversiones al proceso de integración latinoamericana y el efecto de ellas sobre la Balanza de Pagos del país y la promoción del comercio exterior.
