Art. 1º. Rebájense en un ochenta por ciento los derechos de importación fijados en la Ley 63 de 1903 a los siguientes artículos alimenticios de primera necesidad, siempre que se introduzcan en su estado nativo y sin preparación alguna: batatas o camotes, papas, cebollas, ajos, arroz, maíz, garbanzos, lentejas, fríjoles, azúcar, harina de trigo y manteca.
