Art 2°. Para dotar los buques de guerra i de trasporte con los Jefes, Oficíales e Injenieros que cada uno deba tener, asi como para los maestros e ingenieros de los arsenales i artilleros, el Poder Ejecutivo podrá contratar estranjeros, si no hubiere nacionales i capases de desempeñar estos servicios.
