ARTICULO 19 . INTEGRACIÓN NORMATIVA. En la aplicación del presente decreto, prevalecerán los principios rectores establecidos en la Constitución Política, los tratados internacionales sobre derechos humanos ratificados por Colombia, este decreto y los códigos Contencioso Administrativo, Penal y de Procedimiento Penal.
