Con el fin de terminar en el menor tiempo posible la Carretera Central del Norte que ha de unir a Bogotá con la ciudad de Cúcuta, y a ésta con los ríos Tarra y Catatumbo, en la frontera con Venezuela, queda ampliamente autorizado el Gobierno para abrir, con carácter preferencial, los créditos adicionales que requiere la pronta terminación de esa obra, una vez agotadas las partidas del Presupuesto, y en tanto que el exceso de rentas sobre gastos los permita.
