Art. 20. Se declaran nulos todos los títulos de concesión de tierras baldías emitidos a favor de dichos extinguidos Estados de acuerdo con la Ley 19 de Mayo de 1865 y artículo 870 del Código Fiscal, con excepción de aquellos que fueron enajenados antes de la expedición de la Constitución de 1886.
