El Superintendente Bancario determinará la cuantía máxima de las utilidades que pueden obtener los establecimientos de crédito en sus operaciones de compra y venta de "certificados de cambio", y reglamentará la forma de calcularlas y los términos para su liquidación. Si al efectuar la liquidación se hallare que la utilidad ha sido mayor a la que establezca el Superintendente, la diferencia ingresará al Tesoro Nacional con destino al Fondo de Promoción de Exportaciones.
