Articulo 3º La investigación contra el presunto responsable o firma inculpada, según el curso se abrirá de oficio en virtud de denuncia que cualquier persona puede formular. En caso de denuncia de la parte interesada, este deberá presentarse por escrito en el que se exponga claramente los hechos respectivos. Conocida la denuncia por la Junta esta ordenara, por medio de un auto, firmado por el Presidente y el Secretario, la comparecencia de la persona que formula la denuncia para que se ratifique bajo juramento en los hechos materia de la misma.
