Los miembros suplentes de la junta pueden ser convocados a sus deliberaciones, aun cuando concurran los principales, si la importancia y trascendencia del asunto que se vaya a tratar aconseja su presencia, a juicio de la junta o del ministro de comunicaciones. en tal caso tendrá voz pero no voto y devengaran los mismos honorarios que los principales.
