El Ministerio de Hacienda y Crédito Público -Dirección General del Presupuesto Nacional en el proyecto de ley incluirá los proyectos de inversión relacionados en el Plan Operativo Anual siguiendo las prioridades establecidas por el Departamento Nacional de Planeación, en forma concertada con las oficinas de Planeación de los órganos hasta la concurrencia de los recursos disponibles anualmente para los mismos (Ley 38 de 1989, art. 33, Ley 179 de 1994, art. 55, incisos 3º y 18).
