La Universidad que por esta ley se crea formará parte de la Asociación Colombiana de Universidades, tendrá facultad para darse su propia organización y dictar su reglamento interno o régimen estatutario, con iguales atribuciones a las que tienen las universidades seccionales y en las condiciones autorizadas para la Universidad Distrital de Bogotá. Además en todo lo relacionado con su funcionamiento y administración se tendrán en cuenta las normas legales sobre universidades en cuanto sean aplicadas a la que aquí se crea, tales como la ley 143 de 1948 y los decretos 0277, 0251 y 0252 de 1958, y además el Decreto 0136 de 1958.
