Adiciónase el artículo 19 de la Ley 5ª de 1920 en el sentido de que, cuando las Asambleas Departamentales den nombres nuevos a los Municipios de su jurisdicción, quedan obligadas a dar el aviso correspondiente a los Ministerios de Gobierno y de Hacienda y Crédito Público.
