Cuando en las disposiciones legales vigentes se hable de Prefectos y Alcaldes Provinciales se entenderá que se habla de Gobernador, y cuando se hable de Consejos Administrativos Departamentales se entenderá que se habla del Gobierno Nacional en los distintos ramos y siempre que el asunto de que se trate no este reglamentado por otra ley especial ó en pugna con disposiciones constituciónales ó legales.
