Excepción a la entrega de combustibles desde Estación de Servicio Automotriz y a su transporte mediante carro tanque. El Ministerio de Minas y Energía establecerá las disposiciones aplicables al suministro y transporte de combustibles líquidos y sus mezclas con biocombustibles, cuando sean distribuidos a usuarios finales a través de mecanismos diferentes al llenado directo de los tanques de combustible líquido y/o de sus mezclas con biocombustibles de los vehículos automotores desde los surtidores.
