de la ley 89 de 1936 quedará así:

Artículo 2º. Extiéndanse asimismo a los demás municipios que sean capitales de departamento, o cuyo presupuesto anual no sea inferior a doscientos mil pesos ($200.000.00), las disposiciones de las leyes 72 de 1926 y 1ª. de 1943, con excepción de las contenidas en los artículos 3º. y 5º. de dicha ley 72 de 1926 .
