Art. 4 ° Desde la sanción de esta ley queda el Gobierno facultado para disponer la construcción y conservación de las líneas á que ella se refiere por el sistema de Administración ó por contrato, sin que en este último caso se requiera la ulterior aprobación del Congreso.
