Toda omisión de inscripción o declaración, inscripción o declaración tardía, o declaración inexacta, además de las sanciones disciplinarias o penales, dará lugar acción de responsabilidad civil contra el patrono o trabajador respectivo. la caja seccional tendrá derecho exigir no solo el pago de las cotizaciones atrasadas, sino también el reembolso ya sea de la totalidad de las prestaciones suministradas, o bien de la diferencia entre esas prestaciones y las que habrían causado si las inscripciones o declaraciones hubieran sido oportunas o exactas.
