La presente ley tiene por objeto asociar a la Nación y al Congreso de la República a la conmemoración del bicentenario de la fundación de la Institución Educativa Colegio de Santa Librada, ubicada en el Distrito de Santiago de Cali, departamento del Valle del Cauca, que tuvo lugar los días veintinueve (29) de enero y dieciocho (18) de octubre del año dos mil veintitrés (2023).
