Las sumas a que se refiere la presente Ley, se incluirán en los Presupuestos de vigencias sucesivas, a partir del año de 1961. De no hacerse así, el Gobierno abrirá los créditos necesarios, o hará los traslados correspondientes a fin de asegurar la efectividad de la presente Ley.
