El plan de fomento a que se refiere esta ley deberá seguirse dentro del periodo en ella señalado, sin que pueda variarse o modificarse sino mediante proyectos presentados por el Gobierno, previo concepto favorable del Consejo Técnico Administrativo.

Parágrafo

El Consejo Técnico Administrativo de que hable el presente artículo, será creado por el gobierno y propondrá a este las normas reglamentarias, técnicas y administrativas tendientes al desarrollo del plan de que se trata.
