º . La presente ley constituye el Estatuto Orgánico del Presupuesto General de la Nación a que se refiere el artículo 352 de la Constitución Política. En consecuencia, todas las disposiciones en materia presupuestal deben ceñirse a las prescripciones contenidas en este Estatuto que regula el sistema presupuestal (Ley 38 de 1989, art. 1º, Ley 179 de 1994, art. 55, inciso 1º).
