ARTICULO 25 . El trámite previsto en este Capítulo se aplicará a los procesos por las contravenciones especiales a que se refiere el artículo 1º de la Ley de Descongestión de los Despachos Judiciales, así como a las tipificadas en el Decreto extraordinario 522 de 1971. No obstante las diligencias o actuaciones que ya se hubiesen iniciado como audiencias, indagatorias o inspecciones, se regirán por el Código de Procedimiento Penal si las conductas correspondientes estaban incorporadas en el Código Penal; o por la Ley 2a. de 1984, si corresponden a alguna de las tipificadas por el Decreto 522 de 1971 o que seguían el trámite señalado por ésta.
