Art. 137. En los cuatro primeros días de Mayo tomará razón el Gran Consejo de los pliegos de escrutinios recibidos y pasará al Gobierno una minuta de los que falten, para que éste dicte en el acto las órdenes conducentes a averiguar si los pliegos que faltan fueron enviados oportunamente. Además, ordenará al Gobernador del respectivo Departamento que envíe al Gran Consejo el acta que debe estar en su Despacho, dejando copia de ella en el archivo.
