N se concederá a favor de las loterías que en lo sucesivo se establezcan exenciones de derechos ó contribuciones municipales o departamentales, ni se otorgará á los Agentes de las Empresas de lotería el uso de la jurisdicción coactiva ni prerrogativas de ninguna clase.
