Los bachilleres que deseen ingresar a una Facultad Universitaria deberán someterse previamente al examen de matrícula respectiva, cuyo programa será elaborado por el Ministerio de Educación Nacional, de acuerdo con los conocimientos y educación que deba tener el candidato a cada una de las profesiones y observando deba tener el candidato a cada una de las profesiones y observando la más estricta igualdad entre los estudiantes de la enseñanza oficial y privada.
