El Gobierno Nacional incluirá anualmente en el presupuesto nacional las partidas destinadas a financiar el diferencial entre las tasas de colocación de los préstamos de fomento y las tasas de captación de los recursos del Instituto de Fomento Industrial y de la Caja de Crédito Agrario, Industrial y Minero.
