El Gobierno podrá contratar con entidades públicas o privadas de carácter agrícola, industrial o sanitario y vegetal, el combate o represión de plagas o enfermedades en los cultivos, siempre que el plan de campaña se sujete a las normas que el Gobierno señalare y que éste conserve el control directo de los trabajos técnicos y de la inversión de los fondos.
