Art. 1 .° Establécese como renta nacional el derecho que se reserva la República de vender tabaco, en cualquiera forma para el consumo dentro del país.

El Gobierno puede reservarse, si lo juzgare conveniente, el derecho de importar y fabricar cigarrillos.
