En los Municipios creados después del año de 1922, se entenderá, para los efectos del artículo 3° de la Ley 80 de 1922 , como ciudadanos hábiles para votar, en aquellos cuyo Concejo Municipal se compusiere de cinco miembros, dos mil; y, si se compusiere de siete miembros, cuatro mil.
