Art. 5. ° La fuerza a cargo de la Union se forjará con individuos voluntarios, quedando el Poder Ejecutivo autorizado para hacer al efecto los gastos precisos; pero si este medio fuere insuficiente, empleará el Poder Ejecutivo el de que habla la lei 2, parte del parágrafo 1.° del artículo 26 de la Constitución.
