Artículo tercero. El Gobierno Nacional podrá garantizar el empréstito a que se refiere el artículo primero del presente Decreto. El Ministerio de Hacienda señalará la forma y condiciones de dicha garantía y podrá inspeccionar la inversión del mencionado empréstito.
