El Director General es el representante legal del Instituto y su primera autoridad ejecutiva, responsable del funcionamiento y del eficaz desarrollo de sus objetivos. Los actos o decisiones que tome el Director General en ejercicio de las funciones a el encomendadas como funcionario ejecutivo, se denominaran resoluciones, las cuales se numeraran sucesivamente con indicación del día, mes y año en que se expidan.
