Autorízase a las Mesas Directivas de ambas Cámaras, hasta el 15 de diciembre de 1970, para que, con retroactividad al primero de septiembre del mismo año, y por una sola vez, reorganicen el personal al servicio del Congreso, en forma que no implique una erogación superior a cuatrocientos mil pesos para el Senado y seiscientos mil pesos para la Cámara, en el resto de la presente vigencia presupuestal y proporcionalmente en los años subsiguientes.
